Formal education is regulated by government through policy to enable the education system to run smoothly and achieve the intended objectives. In any context, education generally and schools in particular are meant to achieve specific goals that are in line with the needs of the society. Schools are basically social organisations that are characterized by structure and norms, which facilitate the achievement of set educational goals. The behaviour of stakeholders and the day-to-day operations of educational institutions are all regulated by defined standards, norms and structures. This kind of regulation is only feasible through policy, which provides guidelines on how actors should operate and what outcomes they should achieve. Education is regulated through policy.\n<\/p>\n
